Somalia in 2030: A Vision for Peace and Prosperity

 Somalia is a country that has faced many challenges in the past decades, such as civil war, famine, drought, piracy, terrorism, and poverty. However, Somalia is also a country that has shown remarkable resilience, courage, and determination to overcome these difficulties and achieve its aspirations for a better future.


In 2015, Somalia joined the global community in adopting the 2030 Agenda for Sustainable Development, a shared blueprint for peace and prosperity for people and the planet. The 2030 Agenda consists of 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries to end poverty and other deprivations, improve health and education, reduce inequality, and spur economic growth while tackling climate change and preserving the environment.

Somalia has made significant progress towards achieving some of the SDGs, such as reducing maternal and child mortality, increasing access to primary education, expanding social protection, promoting gender equality, strengthening governance and institutions, and enhancing peace and security. However, Somalia still faces many challenges and gaps in implementing the 2030 Agenda, such as low human development, high vulnerability to shocks and stresses, limited data availability and quality, weak coordination and alignment of policies and programs, and insufficient financing and capacity.

To address these challenges and accelerate the implementation of the SDGs, Somalia launched its Ninth National Development Plan (NDP-9) in December 2019, which articulates Somalia’s goals from 2020 to 2024. The NDP-9 is aligned with the 2030 Agenda and provides a strategic framework for Somalia’s development priorities, policies, and programs. The NDP-9 focuses on four pillars: inclusive politics and reconciliation; security and rule of law; economic development; and social development.

The United Nations (UN) in Somalia is a key partner of the Somali government and people in supporting the implementation of the NDP-9 and the 2030 Agenda. The UN has developed a new Sustainable Development Cooperation Framework (UNCF) for 2021-2025, which guides its collective work in Somalia. The UNCF is based on a comprehensive assessment of the situation in Somalia through the lens of the SDGs. The UNCF identifies four strategic priorities for UN support: inclusive politics; peacebuilding; human rights; humanitarian-development-peace nexus; economic transformation; resilience; social protection; and basic services.

The UNCF also outlines how the UN will leverage its comparative advantages, capacities, resources, partnerships, and innovations to deliver effective and efficient support to Somalia. The UNCF is aligned with the NDP-9, the African Union Agenda 2063, the New Deal Compact for Somalia, the Comprehensive Approach to Security, the Mutual Accountability Framework, and other relevant frameworks and agreements.

By implementing the NDP-9 and the UNCF in a coordinated and coherent manner, Somalia can achieve significant progress towards the SDGs by 2030. Somalia can become a country that is peaceful, stable, democratic, inclusive, prosperous, resilient
